I feel I would choose [b].

I think if you want to use [as] the sentence would be:

He couldn't do better than Jack, even though he tried as hard as he could.

"As" is the correct answer. That's (a).

Jerry is right with the answer and Ismael is correct in giving us the complete sentence. The sentence as it is has allipted "as he could" or "as hard as Jack."
