Can I say,

(a) One of them had a pistol while another
masked man had a hammer.

(b) One of the masked man was holding a pistol
while another one was holding a hammer.

(c) One of the masked men took a pistol, while
another (men) / another one took a hammer.

d) A man held a pistol while another man held
a hammer.

Shall I know , Why can't we use "another"?

Vincent and Ismael are both correct.

But...the sentences very much depend on how many men there are. If we know there are only two men, then all of Ismael's references to the other instead of another are correct.

If we know that there are more than two men, or if there are an indefinite number, then the references to another are correct.

From these sentences alone, we don't know!

If we say "another," (Vincent's sentence C), we need to say "another man," NOT "another men."

In Ismael's corrections, "one" is OK as an option. You can say: another, another one, the other, the other one. "Another" and "other" (with "the") can be adjectives or pronouns.
