According to LDOCE, "service" can be a countable and uncountable noun. In the sentence,

"We shall assure you of our professional and quality service at all times."

Is it correct to use "service"?

Can "services" be used here?

Yes, "services" would work. I think it would depend on what type of firm/company is offering professional service(s) and just what they do. If they offer more than one thing, definitely the plural works.

The sentence might be better tweaked like this:

We assure you of our professional quality service/ services at all times.
