What about:

Room 280

Is it:

1. two eighty or two eight zero?

I'd probably read it as "two eighty" or "two eight oh".

I would read 280, as a room, as Room two-eighty.

For rooms, I'd read them this way:

101-109 = one-oh-(single digit number).
110-199 = one + (double digit number).

It may be that the numbers are read slightly differently in different areas of the world, but the way I described is the usual way in the US.
