Are "to" and "for" interchangeable in this case?
- "To me, this color is too bright." - "For me, this color is too bright."

While both phrases are correct in the sentence, they carry somewhat different meanings.
'To me' means as it strikes me and as I see it.
'For me' means in regard to my comfort level. _______
'To me' the color seems too bright. This is my perception, and it entails my judgment.
'For me' the color seems too bright. This is my feeling. If it seems too bright for me, I might have a bad reaction to it. I might feel upset, woozy, or just unwell.

The link you chose. Chuncan Feng, has a different use of 'it's important to/for.' In your link,the importance refers to the benefits derived from attending the meeting. The benefit might be 'to him,' or perhaps 'for the company because of his attending.
In the question here, the only person affected is the speaker. The subject is the speaker's reaction to the color.
If the color seems 'too bright to the speaker,' it is a perception and a judgement. If it seems 'too bright for the speaker,' it is something he doesn't like or can't handle.

I agree that the two cases are not exactly alike. But I still think they have something in common. "To" indicates no more than a personal judgement. There is little personal involvement in that matter on the part of the speaker/writer. "For" means more than a personal judgement. There is much personal involvement in that matter. The speaker/writer making that statement perhaps pictures himself/herself as being dressed in that color or being surrounded by that color, and, just as you pointed out, feels uncomfortable about it.
