Can one say:
a. I didn't have the time to take care of the task to carry out.
b. I didn't have the time to take care of the task to be carried out.

c. I owed him a lot and didn't have the money to give him back. (..the money I had to give back to him.)
d. He needed some cash and I didn't have the money to give him. (...the money he wanted.)
e. He needed some cash and I didn't have the money to give.

Here are the comments and corrections, Azz:

a. I didn't have the time to take care of the task that I had to/was supposed to carry out.
b. Fine
c. I owed him a lot, but didn't have the money to give back to him.
d. He needed some cash, but I didn't have the money to give/lend/loan him.
e. not correct because you need the indirect object after give
