No, my friend, this is not the way we use circumscribe. You can say that, for example, that the American president's power is circumscribed by Congress, or the British monarch's power is circumscribed by Parliament.

You might want to rewrite your sentence this way:

His writing was hindered/affected by his chronic illness.
