By the time I was ready to leave the office it was already raining heavily.

Is by the time and when interchangeable in the above sentence without any difference? Thanks.

Yes, Curious, they're interchangeable in this sentence. The only minor difference is that using by the time gives us the idea that there was somewhat of a long "preparation" before the speaker/writer was finally ready to leave the office. It's not a big deal, though.

If I like to change the sentence to future perfect progressive, is the revised sentence correct below?

By the time I'm ready to leave the office, it will have already been raining heavily.

"... it will be raining..." would be more understandable I think, welkins.

Yes, thank you very much, curious. After I've reflected upon my sentence for a while, I think you are right.

How is about this new revised sentence below?

By the time I'm ready to leave the office, it will have already been raining heavily for three hours.
