Expletive subject and true subject: 'it is you that is' or 'is it you that are'?

From the following two sentences:

1). It is you that are crazy.
2). It is you that is crazy.

It seems to me that sentence (1) is the correct one.

However, if the sentence is changed to:

3). It is not you that are crazy.
4). It is not you that is crazy.

Now, it seems to me that sentence (4) is the correct one.

Is my understanding correct here?
