Hi, Toaha—No, they don't have the same meaning. "I fell about laughing" (strange but possible) indicates that you kept laughing and falling in different places. "I fell down laughing" (normal) means that you laughed as you fell down, and tends to imply that you laughed so hard that you fell down.
