What does the ‘qualified if’ mean?

Hi, Ahmad: I'm unable to follow your link (I get an error message), but it seems to me that the speaker isn't speaking precisely. What I think the speaker means is that the statement that Patterson Film is one of the most important scientific documents of the last one hundred years comes with the qualification expressed by the "if"-clause, namely, that we don't even know whether Patterson Film exists, and our uncertainty about that is huge.
