Is there any difference between them?

Hi,

Do have a run-in with the law and break the law mean the same thing? If so, do they mean the same in these sentences below? If not, what's the difference between them?

1.He had repeated run-ins with the law for theft.

2.He repeatedly broke the law against theft.
