I mean things like getting pulled over by the police, being fined, being put in jail, being executed, being put on a watch list, being investigated, etc., etc., etc.

2.He repeatedly broke the law against theft.

Sentence (1) works, but (2) is rather awkward. It would be more natural to say something like "He repeatedly broke the law by stealing."
