The punctuation ?! is informal and should be used sparingly, for special meaning, not in every question you write. By the way, I have deleted your "complain" thread. You should not assume that because one day has passed a question will not be answered. We aren't paid to help you and are not at your beck and call.

I did see your question yesterday and chose not to answer it at the time, in hopes that one of my colleagues would instead. The reason I didn't answer it is that I didn't want to tell you that, yes, it is incorrect, but that that doesn't make it an ungrammatical sentence. The sentence would simply be better with "had won."

The sentence "It was the first time that Egypt (had) won three bronze medals since 2004" implies that, at that time, the following sentence was true: "Egypt hasn't won three bronze medals since 2004." As you can see, the present perfect is used in that sentence. Since-phrases generally call for the perfect.
