Good question, Apple. I should have clarified typographically that the understood subject is "We." The "twelve steps" can easily be Googled. The first step has the subject, and steps two through eleven begin with past-tense verb phrases, as if those ten steps were one large continuation of the sentence used in the first step, which is also in the past tense. The twelfth step uses a complete sentence. Beginning with a participial phrase, that step must repeat the subject.
