Those sentences are wrong because there is an overlapping between "a" forming part of the quantifier "a little" and the article, which is "a" in (a) and (b) and zero in (c). For those adjectival phrases to be correct, you need to place them after the nouns they refer to:

a1. He needs a hammer (that is) a little bigger.

b1. They want a  house (that is) little better.

c1. They hire men a little taller than you.
