Am I right in the following :

1) There was a fire at the hotel last night = passive

2) The hotel was on fire last night. - active

I don't think that your first sentence is in the passive voice.

In the passive voice, the subject is the verb's recepient, and the agent is indicated by a participial phrase usually with by.

Ex: The hotel was set on fire (by someone) last night.

Clearly, your first sentence is not in a passive voice.
