Adjective Clause or Noun Clause as Appositive?

The "which"-clause in that sentence is a relative clause modifying "meeting."

I understand that " which  was being publicly live-streamed" is a relative clause

but I wonder why there is a sentence "they did not realise" in the middle of the relative clause.
