They are all ungrammatical. You cannot have "is" and "will" in the same verb phrase.

1a. Will the training be conducted as per schedule?
1b. Is the training being conducted as per schedule?

3a. Will the training be conducted according to the schedule?
3b. Is the training being conducted according to the schedule?

"As to" cannot be used to express the meaning you want to convey.
