I'd use (D). "sleeping people" means "people who are sleeping," being thus the ones who can be woken up.

"sleepy" does not mean that the person is actually sleeping, and the adjective "asleep" ("asleeping" is not a word in the English language) is always used in predicative position, that is, after the noun: people who are asleep.
