Hi, Mahmoud—"Ten is the least number of cars" is correct. Do you mean to ask why the verb is singular? As you say, "ten" expresses the amount. The sentence is not about ten things. The sentence answers the question "What is the least number of cars?" There's a famous saying in English: "Three's a crowd."
