Does "from" attach to "is" or "ask"?

"From the hawks' point of view" attaches to "is (a good deal)."

How do you know it's not this?

You can ask [whether our policy actually is a good deal] from the hawks’ point of view.

A more natural place to which to move the phrase is right after "whether":
