Does the bold in each of these two cases link to "professor"? How does one know?

who’s a professor of both philosophy and neuroscience at Georgia State University

Yes, both of them are obviously linked to 'professor'. I see no other interpretation here. In the first, he is a retired professor, but not in the second. In either case, that professor is connected with a certain faculty at Toronto/Georgia State University. He is / was part of the Philosophy Department at the Faculty of …, Toronto/Georgia State University. I think 'professor' is mostly stressed here.
