I looked up "empowering / disempowering questions" to understand what they are. There are lots of sites containing empowering questions, which are questions intended to make you feel confident about your own abilities.
Disempowering questions -- which are not so popular and should be avoided -- are questions undermining your confidence.
Can we say that (empowering questions) mean (motivating questions)?
"Empowering questions" are not merely motivating -- they motivate you to empower yourself, to believe in your own power to do things by yourself instead of depending on others. Here is Wikipedia's definition of "empowerment."
