Is 'exceeding' correct in the sentence?
I guess it should be 'exceeds'.
Am I right?

To me, the original is correct:

on time

and

exceeding the minimum requirements

are, IMO, coordinated adverbials, the latter based on an ing-form ("exceeding"), for the verb "constructs"
