i have seen a question that i'd like to ask for your opinion about
it is a sentence that says
"10 is the ...... number of tourists allowed to be in the group" ( fewest-least)
the guide says that the answer is least
is that a mistake?
should it be fewest? and why is it (least) if it is the right answe

"fewest" would be fine if "number" were not there:

- Ten is the fewest tourists allowed to be in the group. ("Tourists" is a count noun, so it takes "few" and its comparative/superlative forms, not "little").

If you want to keep the noun "number," you should say:

- Ten is the smallest/lowest number of tourists...
