Is it wrong to say メItユs 40 minutes past (after) sevenモ?
Do you always say メ Itユs twenty (minutes) to(of) eightモ?

We don't use the idea of "after" or "past" with amounts of time that are more than thirty minutes past the hour. We use expressions that anticipate the next hour. Thus we say

It's seven-forty

It's twenty minutes to/before/of/'til eight

In casual conversation we say

It's twenty to/of eight
