Not sure how much semantic difference there is:

The arms industry interlinks with both the executive branch and the uniformed military—there’s a lot of evidence that MIC pressures were significant regarding the shift to a more hardline foreign policy in the late 1970s, so the MIC can be a significant factor in policy formation.

I'm also not sure about (1) vs. (2)...the latter maybe sounds better but not sure why:

(1) The arms industry interlinks with both the executive branch and the uniformed military

(2) The arms industry interlinks both with the executive branch and with the uniformed military
