Sorry for my confusion; the sentence seemed very out of sync to me for some reason!

The reason might be that "subject to" usually introduces prepositional constructions, for example:

- Businesspeople whose activities are not in line with the financial or political interest of the government are likely to face a takeover, subject to (= in accordance with) the regulations in force.
