I find "at the time" redundant and would recommend leaving it out:

- The families were told to evacuate their houses immediately when the water began to go up.

I also find the sentence ambiguous. Does "when the water began to go up" refer to the time when the instruction to evacuate was delivered?:

When the water began to go up, the families were told to evacuate their houses immediately.

Or does it refer to some future time when they should proceed with their immediate evacuation?:

The families were told to evacuate their houses immediately in the event that a water level increase happened to be reported.
