Hi, Ken,

Would the sentence 1) conveys the  meaning of  2) ?

  1. The president might have foresaw the consequences of his action.
  2. I suspect that the president foresaw the results of his action. But I don't know what he was thinking for sure when he took the action.

Your first sentence is ungrammatical. It should be 'foreseen'. It means I strongly suspect that the President foresaw the consequences of his action. 'Consequences' works much better than 'results' in your example as it refers to something bad or negative.
