or even:

He's not sexually potent enough to marry her, not even by far.

A lot is implied here, rather than stated, and different interpretations are possible.

I think that the girl has high standards for manliness, which include ambition and aggression. Charley -- by implication because he is 'well meaning' -- is probably meek and passive, not the traditional masculine qualities.
