In the bold italicized part, don't  we need "the" before "just" ?

I think "the" would be required if there were a restrictive structure after "16 athletes," for example:

- That kind of commitment helped her become one of the just 16 athletes who qualified ...

Instead, the infinitive "to qualify" makes it possible for the article to be omitted.

The infinitive "to" indicates something in the future, so it cannot be anything definite.
