I am translating the article at the link below. It is not clear to me which of the four meanings for the word (prudence) was intented. 
 
 
Mark Twain famously said that “it is by the goodness of God that in our country we have those three unspeakably precious things: freedom of speech, freedom of conscience, and the prudence never to practice either of them.”
From Merriam-Webster
 
1: the ability to govern and discipline oneself by the use of reason
 
2: sagacity or shrewdness in the management of affairs
 
3: skill and good judgment in the use of resources
 
4: caution or circumspection as to danger or risk
