I don't see much difference between both sentences:

- I qualify to be (considered) an expert.

- I am qualified to be (considered) an expert.

I only perceive a subtle difference between the intransitive qualify, which seems to suggest a process of selection where some people qualify and others don't, and the copulative be and the adjective qualified, which more clearly describe a given state.
