Answer (a) is the only one that works: "People say that she has killed her husband, which is what we can't really believe."

However, there is no reason to use "is what." You can simply say: "People say that she has killed her husband, which we can't really believe."

"Which" refers to the clause "that she has killed her husband." What "we" can't really believe is that she has killed her husband.
