The River Amur forms the natural border between China and Russia, _______ territoral disputes and armed conflicts have frequently occurred.

a. where
b. whose

Are they both correct?
I think they are, meaning respectively
a. ... , and there territorial ....
b. ... , and their territorial ....

Am I right? If not, could you explain some?

Thanks!

My two cents:

This is how I see the two versions of this idea:

1. The River Amur, where territorial disputes and armed conflicts have frequently occurred, forms the natural border between China and Russia.

2. The River Amur forms the natural border between China and Russia, whose territorial disputes and armed conflicts have frequently occurred in that area.
