Amen, Gustavo. It's a pleasure to see someone stand up for that "with" in the "provide" complementation pattern. It always frustrates me to find it missing.



To avoid repeating "provide," in the second part of the sentence you can use "render" or "supply (services)."

I agree. Another thing that I would do is change the infinitive construction to a "for V-ing" construction, since we are talking about proposing fees for services (proposing to be paid for them) rather than proposing to do the services.
