Actually, both (b) and (c) can be used to mean that Ahmed is the tallest person at school. To mean that Ahmed is the tallest boy at school, it would be more accurate to say:

e) No other boy at school is taller than Ahmed.
f) No other boy at school is as tall as Ahmed.

I imagine your book expects you to choose (b) as the right choice, but it is inaccurate as written. Are there no girls or adults at Ahmed's school?

Also, (c) can be used to mean that nobody at school is the same height as Ahmed (they are either shorter or taller), or to mean that Ahmed is the tallest.
