Without a further context, I see that both are grammatically acceptable. If you think about its present consequences, the present perfect will be better. If you relate the happening of the earthquake to a past time, the past simple will be better. If you have to choose between those two in an outside book or an exam, the model answer will be 'has hit' (since the time of the action isn't mentioned.)
