No, it isn't. 'Too much' can't be used before adjectives without nouns.
You can say:
- This question is too difficult for these students to answer. (But Not 'too much difficult for .....)

Hello, Ahmed and Ahmed—Ahmed_btm is right that "too much" can't be used used before used before adjectives without nouns; however, "much" will be perfectly fine if you place it before "too" rather than after "too":
- This question is much too difficult for these students to answer.
