1. Does the sentence mean:

We use quantification and quantifier as semantic terms, and note that there is no one-to-one relation between them and the syntactic category of determinatives.

2. What's the grammar function of the  "noting that" part?

Hi, Robby zhu,

I'd say that "noting that" is a participial clause whose subject is the same as the one in the main clause, that is, "we":

- We use ... and we note ...
