"I wish you could travel to Mecca when you intend"
Hi, Ahmed—The sentence would be OK in a context in which the speaker knews that is interlocutor cannot travel to Mecca when he intends to travel to Mecca. That is, the sentence would be used by someone who felt bad for the interlocutor. Incidentally, the ellipsis would be better after "intend" if you added "to": "I wish you could travel to Mecca when you intend to."
